Meet our Executives

Marion Scott, RAM

Marion Scott is one of New York’s leading experts in government assisted housing management with over fifty (50) years of experience in real estate development and management.  Mr. Scott was Vice President of Resources Property Management Corp., a wholly owned subsidiary of Integrated Resources Inc., where he was responsible for their subsidized housing portfolio.

Before joining Resource Property Management Corporation, Mr. Scott was Director of Housing Management for the New York State Urban Development Corporation (“UDC”), from 1972 to 1979.  While at UDC, Mr. Scott was credited with creating a supervisory and regulatory management system that became the standard and replaced the New York State Codes as administered by the Division of Housing and Community Renewal.  Mr. Scott was also engaged as a special consultant to the Governor of the State of New York from 1975 to 1978.  In this capacity Mr. Scott assisted the shareholders of the Riverbay Corporation (Co-op City with 15,372 units) in their effort to reorganize, develop, operate and manage programs aimed at short and long-range stability.

From 1970 to 1972 Mr. Scott was appointed the Director of Management for the Philadelphia Housing Authority.  He was responsible for over 15,000 conventional units, 5,250 scattered site units and the supervision of 1,500 employees.

From 1968 to 1970 he was retained by the mayor of Philadelphia to conduct the city’s land bank program and to act as Director of Real Estate for the Philadelphia Housing Development Corporation’s 235 sales housing 236, 221-D3 programs. Additionally, he served as a consultant and trainer for the Louisville Housing Authority, the New York City Alternative Housing Program and the National Center for Housing Management.

Prior to founding MSI, Mr. Scott was one of the nation’s recognized experts on public and publicly assisted housing.  His additional accomplishments include:

  • Developed and wrote the operations manual for UDC, used in the operation of 33,000 HUD assisted units.
  • Initiated and developed a management training program in modular from to plug information gaps for existing housing managers and as a generic textbook for management trainees for UDC.
  • Reorganized and retrained the management staff of the Louisville Housing Authority and developed standard operating procedures to create a daily operating management matrix.
  • Developed a resident management training program in conjunction with Temple University, sponsored by Philadelphia Housing Authority and HUD.
  • Supervised a 300 man police force at the Philadelphia Housing Authority and caused them to be trained at the Philadelphia Ponce Training Academy.
  • Co-founder of Aargo Security, Inc., a full service security company servicing the greater metropolitan area.

Mr. Scott holds the Registered Apartment Manager (“RAM”) certification from the national Association of Home Builders and is a licensed Real Estate Broker.

Herbert D. Freedman, Corporate Secretary

Mr. Freedman, Secretary of Marion Scott Real Estate, Inc., is an attorney.  Mr. Freedman has represented varied business and technical clients and was formerly counsel to a U.S. Congressman.  He was also active in various business and commercial real estate ventures, both as an investor and as General Partner.  In addition, Mr. Freedman oversees the Marion Scott Group of companies.

For many years, Mr. Freedman was one of the most active housing practitioners in the state representing Co-op City in the Bronx, Lincoln Towers, Schwab House, Lindsey Park in Brooklyn and the tenants at 80 Central Park West.  He became Vice President and General Counsel to a Chicago based real estate developer with direct responsibility for the $32 million condominium conversion of Acacia on the Green, Lyndhurst, Ohio, in addition to the coordination of other conversions in Florida and Illinois.

Mr. Freedman’s legal and real estate experience runs the gamut.  He has undertaken a cooperative conversion in Forest Hills, New York for the New York City Housing Authority, acted as counsel for the new construction of condominiums in New York City and Long Beach, and a rehabilitation conversion in Park Slope.  He was also counsel to many New York cooperatives, condominiums and tenant associations.

Mr. Freedman earned his Bachelor of Arts from Hunter College of the City University of New York and Juris Doctor from Brooklyn Law School.

Vernon Cooper, Vice President

Mr. Vernon Cooper has established a reputation for being a hands-on manager, who works closely with residents, cooperators, Board of Directors, their various committees and local organizations in order to establish goals and meet the needs of the community.  Prior to joining MSI, Mr. Cooper was a Property Manager for RY Management Co., Inc., Resources Property Management Corp. and Jerome Belson Associates.

Mr. Cooper is a seasoned subsidized housing manager, familiar with the regulations that govern the various subsidy programs and has worked with virtually all of the governmental supervising agencies, which includes HUD, New York State Homes and Community Renewal (“HCR”) and HPD.

True to the MSI trademark, Mr. Cooper has either initiated or assisted in the physical and financial stabilization of many distressed or troubled housing developments over the last 23 years.  These properties, which have been located throughout the tri-state area, required a number of initiatives that not only addressed day-to-day maintenance, capitol improvements, cost cutting and revenue increasing measures, but also social awareness and interaction in order to maintain stability on a long term basis.

Mr. Cooper was first associated with MSI in 1996 as a site manager at East River Landing more commonly known as 1199 Housing Corporation.  Currently Mr. Cooper is the General Manager at the Riverbay Corporation, more commonly known as Co-op City, where he is primarily responsible for overseeing the day-to-day operation of this sprawling complex.  In addition to closely working with the Board of Directions, it’s Committees and the 35 Building Associates, Mr. Cooper monitors how the housing company’s management staff of approximately 1,100 people provides services to the 60,000 residents of this community.  Mr. Cooper’s daily involvement includes monitoring the quality of the capital improvements provided by outside contractors as well as in-house staff, as a result of the $480 million dollar refinancing program implemented by Management.

Mr. Cooper is a licensed New York State Real Estate Broker, a 7A Administrator for HPD and he holds the RAM.  Mr. Cooper holds a degree in Business Administration from New York University and a certificate in Property Management from New York University’s School for Continuing Education.

Andrea Plummer, Vice President

Ms. Plummer has been with MSI for twenty (20) years and has been responsible for the firm’s back office operations during that entire time.  Ms. Plummer came to MSI after having worked as a Property Manager where she was responsible for the day-to-day operations of a portfolio of properties. This experience has given her unique insight as to the need for accuracy and timeliness that is required when providing back office services to Boards for their properties.

She ensures that the accounts payables/receivables are recorded properly and sent to the properties’ vendors and professionals in a timely manner. Ms. Plummer and her staff also handle payroll and benefits as it pertains to MSI and Owner personnel. This work is done in conjunction with the assigned Property Manager as well as the on-site housing assistant.
